New tn-93 cluster tool. No functional changes to any other tools

Does this mean we could potentially deprecate hivclusteringcsv?

For some settings we could deprecate hivclusteringcsv, but this implementation does not use any meta information (like merging sequences from the same host). One option is to modify hivclusteringcsv to take the output from tn93-cluster instead of a distance file.
