Updates the README to point folks to using VegaFusion through Altair, rather than directly, now that VegaFusion's full feature set is integrated into Altair 5.3 🎉

Also adds GOVERNANCE.md in preparation for adding the project to https://github.com/vega/.github/blob/main/CHARTER.md
