Downgrade Deno dependencies to Deno 1.30.4 #54

Works around #52 by downgrading deno_core and deno_runtime to versions that correspond to Deno 1.30.4. In https://github.com/vega/vl-convert/pull/53 I tested various Deno versions and found that 1.30.4 works, but 1.31.3 results in the error.
