Make visual hierarchy for the section headers clearer #206

I think the solution for this is to introduce another lighter shade of dark grey and apply it to section header.

The same color could also be applied to Polestar’s encoding pane.

Partly inspired by Slack, but got to try if it really works in our context:

Looking at it one more time, I do not like it yet. Need to experiment more.

I’m now happy enough with my changes in https://github.com/vega/vega-lite-ui/pull/131 and https://github.com/vega/voyager/pull/217.
