Filter drag-and-drop doesn't work for the 2nd time #238

If I drag-and-drop filter to the filter pane. For the first time, it works.

If I clear the filter, and drag-and-drop again, it says the filter already exists.

The same thing happens in Voyager-II and PoleStar.

The filter toggle icon doesn't seem to have this problem.
