Text size drop box does not fit on screen (on very small displays)

What steps will reproduce the problem?
1. Select some text
2. Hit the text size button

I expected to be able to change the text size, but the size selection box goes 
off the top of the screen and is unreachable. Only large text sizes are visible 
and selectable.

Windows 7 Pro, Google Chrome 18.0.1025.113 beta-m

Laptop screen (1024 x 600)

I reproduced this by setting my screen resolution to 800x600.
