Closes #5192

Reduces the redraw throttle to 60 fps. Otherwise the chart feels quite laggy unnecessarily

I think we are ok, but i would want to retest once its deployed. As I have only tested within storybook.

I managed to cause the ui crash but i couldn't recreate again.
