We need to add a new sub category on the forum for Governance Initiated Transfer Proposals to be covered

Tasks

• [ ] Create new sub category for Governance Initiated Transfer Proposals under the existing Governance Proposals category
• [ ] Create guide to creating proposals to create and cancel (recurring) governance transfers including links to relevant docs and tutorials etc.
• [ ] Include a template for to use for proposal forum posts
