[Feature]: Remove liquidity monitoring auction for spot markets #10587

In order to consider spot markets as a way of migrating tokens after the new bridge implementation We will get the branch for spots updated from develop So that we can complete this feature by Removing liquidity monitoring auction as removed in the Palazzo milestone
