Automatically prompt update to latest network configuration

Story

As a user I want to be prompted to update to the latest configuration of the network I am connected to So that I can be sure I am using the latest version and can avoid issues that might be caused from using older versions

Acceptance Criteria

• I am informed when there is a new network configuration available and prompted to update
• If I am failing to connect to a network multiple times, I am prompted to update to the latest version of the network
• I can decide whether to update to the latest version of the network confirmation or not
• I can choose to opt into automatic updates to the latest version going forward
• I can choose to opt out of automatic updates to the latest version going forward
• If I have opted in to automatic updates to the latest version, the app automatically checks for and updates to the latest version without any interaction from me so my app is always on the latest version of the network config
• If I have opted out of automatic updates to the latest version, the app continues to inform me when there is a new network configuration available and prompt me to update
