Update Template,Dockerfile and add custom config #21

Things done:

Update the template to version 0.2.3
Remove the ENV variables in the Dockerfile which already have a default value in the config template
Add the option to specify a custom config file which replaces the template (does not even render it)

Thanks for your PR. I applied some of the changes in separate commits.

Regarding the effective config. Instead of introducing a new EFFECTIVE_CONFIG_FILE variable you can simply point the GITEA_RUNNER_CONFIG_TEMPLATE_FILE to your static config file.
