Relicense Vega Strike Game Engine under GPLv3+? #548

Another follow-up to #312

Tasks:

[ ] Verify that all files are GPLv2+
[ ] Verify that all dependencies are compatible with GPLv3 licensing

Currently, some of the source code files in the Engine are under GPLv2+ ; some are under GPLv3+ ; and there are others that are under a different or unclear license. Shall we upgrade all the files that are under GPL2 to GPL3, instead? And what about those that have a different license?

At minimum I'd like 0.8.x to be fully released before we make a change. So this can go against master/0.9.x for future releases.

Added a couple tasks. Neither should be a problem, just some leg work to verify.
