Remove support for Python 3.8 #791

It's reached "end-of-life" and the latest versions of tensorflow no longer support it.

We should wait at least a year until after it's EoL, like we did with 3.7. There's still many many copies of 3.8 out there.

TensorFlow supports only a very limited set of platforms and should not be taken as a guide.
