>setlocale confirmation responds in wrong/previous language. #603

Describe the bug

When >setlocale is used, and Miki confirms the change, she uses the previous language.

To Reproduce Steps to reproduce the behavior:

  1. Switch from language 1 to language 2
  2. Miki will confirm the switch in language 1
  3. Switch from language 2 to language 1
  4. Miki will confirm the switch in language 2

Expected behavior

Miki should immediately begin operating in the language that she has been commanded to operate in.

Also, Miki thinks that languages that start with a capital letter don't exist.
