Remove the perl scripts and replace them with python ones #40

we don't want to rely on both python and perl - one is enough - @veltzer

A good first step for someone to take would be to compile a list of the current perl scripts.

The perl is just extra baggage. and the only script in perl which still does things is ./scripts/lilypond_wrapper.pl But it will take some time to switch it to python (it does some things which are not trivial).
