not getting read and write permission in twitter..

What steps will reproduce the problem?
1.while clicking on read And write permission it's generating error "You must 
add your mobile phone to your Twitter profile before granting your application 
write capabilities." 
2.when i m adding my reliance number there i m getting message "Sorry, we don't 
have a connection to your carrier yet!"
3.what to do now for getting read write permission..?

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Hi,

Just checked i am able to create new application and give read and write 
permissions. I will suggest post/serach this issue on twitter forum.
