Save and Publish Button in Custom Puzzles #96

Alot of kids wanted to save their work before publishing so they can finish it 
later.  We should allow this.  Add buttons for save which will allow them to 
work later but not allow others to play the puzzle and a Publish button that 
makes it uneditable but playable by others.  Also need a load button to load 
saved work.

Done except for overwriting saved puzzles with published ones
