Ramdisk mode fails with a different error (mount timeout), which then drops into maintenance mode instead of freezing.
I upgraded from a very old version of Ventoy (can't remember which) to the latest, and both versions have this issue.
I burned the ISO with Rufus and it was able to boot successfully (suggests incompatibility specific to Ventoy).

CoreOS support was previously fixed in #1727.
