I suggest you can test it on difference machines cause I think maybe your USB 2.0 port has a unstable power supply issue :)
I tested on 2 computers but it's the same. The Hard Drive is 3.5 inch format, so it has its own power supply.
I tested with another computer (no USB 3.0 ports) with a Lubuntu 20.04 LTS ISO. The HDD stopped and restarted as usual on the USB 2.0 ports. The problem is that by the time the HDD rebooted, the system was already displaying "initramfs unable to find a medium containing a live file system".
I did the same test (on the same computer) with a Ventoy USB Key (instead of theHDD) and there was no problem...
I tested with 2.5" HDD, and it's the same, only 2.0 USB ports

I have a Ventoy Hard Disk Drive in USB (SATA to USB converter) and when I start any ISO with it (in UEFI mode), the Hard Disk Drive stops spinning (during ISO startup) and starts spinning again, then the ISO starts correctly.
I noticed that this issue (I don't know if it's normal) is present only on 2.0 USB ports, not on 3.0 USB. I also don't know if the problem appears on a native USB External Hard Drive.
