Some files contain destination arrays that point to StructElem, not pages. #302

PDF_UA-1/7.1 General/7.1-t01-fail-a.pdf contains a destination of the form /D [30 0 R /Fit], where object 30 is a StrucElem.

This, it turns out, is definitely incorrect - see https://github.com/pdf-association/pdfua-twg/issues/1#issuecomment-1961266759

Also applies to 7.1-t01-pass-a.pdf, 7.9-t01-fail-a.pdf and a few other files
