Requested feature API documentation and a set of libraries that allow clients to be built to interface with veracruz

Motivation Build user applications that interface with veracruz providing input/output and programs to a veracruz instance.

Additional context Rust API exists but not fully documented, C is provided but it is oriented towards a microcontroller environment.

Consider the API as first class citizen and properly document it
