Define CCA Specific Tagged values for Reference Values and Class Variables #73

At the moment, CCA Endorsements uses psa.implID and psa.refvalID for constructing JSON Endorsements.

Need to define new tag code points for their equivalent CCA representations, so that supply chain could model the cca.implID & cca.refvalID for the same!
