Rename handler API `ExtractClaims` to `ExtractClaimsAndReferenceIDs` #213

In order for clarity and consistency, API to extract claims and reference ID should renamed fromL ExtractClaims() to: ExtractClaimsAndReferenceIDs()

This issue is no longer applicable, as it is addressed using https://github.com/veraison/services/pull/216
