Hyper installing plugins and themes failure

I have installed the hyper command-line app using choco on wind10 and I'm not sure why it is giving me the same error while installing plugins and theme

issue

I have tried to search but nothing worked for me, I have also tried uninstalling and installing it again nothing worked.
