Yes, this is on purpose. While the Edge Config editor makes it seem as if you are configuring a JSON file the underlying storage is actually a list of key value pairs. We chose this model as it allows you to update individual keys without having to send the whole edge config every time if you are using the API.

This means you can nest your array under a specific key to work around the limitation:
