docs: setup vitepress for project documentation #4

Vitepress will be used to document this project.

  1. Familiarity with Vue.
  2. Modern UI / Theme out of the box
  3. Direct support with algolia docsearch (better User Experience with searching documentation)
  4. Easy to setup with github pages by using actions from documentation
