Ensure signature creators are trusted #2

Current code (for dev/testing only) does not ensure signature creators are trusted. This needs to be remedied.

@dlongley I don't know what this means. Is it still an issue?

I think this is resolved through the use of capabilities everywhere -- as they rely on a root of trust. Closing this.
