Unless you're on a really slow computer, this feature shouldn't make a
difference. It doesn't involve any code that would impact performance. It just
adds a couple lines of CSS.

Strange... My computer is a MacBook Pro with a 2.66 GHz Intel Core 2 Duo
processor. Definitely not a speed demon, but it shouldn't have problems with it
if it is as you say.

Yeah you shouldn't be having problems with those specs. Does the same issue
occur when using floating toolbar?

Nope, floating toolbar and floating sidebar work fine.

That's totally weird. All three features use code that is basically identical.
I have no idea why they wouldn't be consistent.

It must be something special with my configuration then. I'll mess around with
some other settings and see if I can find some other feature that's conflicting
somehow.

Definitely a possibility. It's also possible that there is are strange selector
interpretation bugs in the current Chromium build. (There is a reason I don't
officially support Chromium and Canary)
