Proposed Behaviour

The Nightly Kokoro CI is currently running two sets of test:

ISPD benchmarks
Titan benchmarks

With https://github.com/verilog-to-routing/vtr-verilog-to-routing/pull/1564 there will also be the Symbiflow benchmarks enabled.

The idea is to have one CI for each of these benchmarks to have faster and contained tests.

I'm unsure. It does not apply to Kokoro anymore. However, the idea of having different workflows which are triggered under different conditions might still be interesting.
