document temp_cluster_noc_grp_id argument of start_new_cluster_for_mol #2599

As Vaughn mentioned in a comment for another PR, I forgot to document the temp_cluster_noc_grp_id of start_new_cluster_for_mol() fucntion. This PR adds a comment saying what is returned in temp_cluster_noc_grp_id.
