Issue 1700 Workaround #1701

I did not fully understand the error message, but tracked it down to this function. This is really just a work around to get compile to work. More in depth work needs to be done for XEmacs to resolve the compile issues "correctly".

Thanks, based finding this section I made a different fix so 21.4 would still work.
