Hide "Add new promise" if you are not logged in #67

Description

Right now you can see "Add new promise" in the side bar / you can navigate there even if you are not logged in -> This should not be possible.

Perhaps we should also restrict this to admins for now? Thoughts @Ragnar-H ?
