Make the API last check a setting #142

I created this PR because it's very annoying to open magit-status in connection like mine (and probably all latinamerica) where the ping takes like 500 miliseconds.

I hope you consider this as an enhancement that doesn't affect other users and accept my PR :)

Don't worry about the failing CI; I'm going to ignore it. (I'm trying to remove dependence on API availability in another branch, anyway.)
