Generate calendar files #207

As part of the calendar mechanism redesign, files describing the various cycles 
of the calendar need to be created along the lines mentioned on the 
CalendarCalculation wiki page. The exact details of the format are not yet 
fixed; these should crystallise as we build the prototype and learn from our 
mistakes... Accordingly, we should probably keep scripts around for generating 
these files from the existing data, perhaps in the admin directory.

This has been implemented in admin/gen-cal.pl on the calcalc branch. The basic 
functionality complete, but it could be extended; see CalendarCalculation for 
details. I'll leave the ticket open for now.
