1960 II. and III. cl. vigils are omitted when their feasts are transferred or commemorated #248

RG33. This won't happen in 2015, so it's one for the calcalc branch. It should 
probably be handled at the same time as determination of pre-55 vigils.

In principle it might be possible to handle this with precedence logic, but I 
don't think that's the best way.

(For example, if the Wednesday in the 5th week after the octave of Easter is a 
I. cl. feast, I think nothing is said of the vigil of the Ascension, but not 
because of RG33.)
