Alllow votives of saints not in the calendar #91

It should be easier to display a votive office of a saint not in the universal 
calendar.  This would allow users of older rubrics to commemorate more recent 
saints, to commemorate on a regional calendar, and to commemorate a local 
patron at a higher rank, according to the rubrics.
