Add Send and Sync to `dyn Error`s #1327

Closes #1325

I based this on #1324 because I needed to update my own code to handle those changes anyway. We can wait for that to be merged then merge this into v3 rather than merging this into #1324

Unclear what happened here. I haven't "closed" it... and worse is that I cannot reopen it again...

You have merged original branch that this was targeting. Usually it just changes branch to v3, but something different happened this time.
