Disabled options available #681

The top "Fit in field" sub-menu is visible even when the FitInField feature is 
disabled.

Replication instructions:
- Navigate to:
http://d1.zetaprints.com/mageimage/index.php/magentot-01/1pg-template.html
- Upload an image and open it in image editor.
- You'll see the top menu there (fit_img.png) even though the feature is 
disabled vie custom-options.xml

When image editing is disabled there should be no top menu and no GLOBAL 
CHANGES header. Makes no sense to have them.

Crop mode allows shifting of the placeholder frame and has X handle in the 
center.
This should not be happening.
I only tried it with image editing enabled, but it may be happening when 
disabled as well. Check both modes. 

Don't forget to return the info panel for crop in both modes (mentioned 
elsewhere).

== Default function ==

The default function for no image editing is CROP, as is now.
The default function for image editing is Fit in field, so when I do rotate or 
restore it should go to Fit in field function.

Curious to see the diff for this change.
