Updated Navbar + Filters Section #96

Navbar + Filters Section has been completely visually and functionally overhauled and made much more compact and responsive. Min/Max Forks and Stars section is now a smaller Popover instead of a bulky collapsible section. "Sort by Stars" and "Sort by Forks" now appear under "Sort" dropdown which is part of the Filters Section.

Min/Max Forks and Stars should function (it sets reducedState state identically to the console message printed in console on the live app), bit it was very difficult to debug due to the GitHub Request Rate Limit.
