Automate Release based on Tag v*.*.*

When on main there is a new tag v..*, trigger a new github worflow that:

• calls MATLAB setup
• calls buildtool in MATLAB
• takes the file that is generated and uploads and an artificat
• create a new gitHub Release and generate automatically release notes
