Select Owners with in-line find #83

As a developer in Visual Studio, I want to quickly and easily assign owners for workitems so that I can signal who should work on the item. When the owners are presented in a dropdown list it is not quick and easy to make assignments.

Need to coordinate with VersionOne application team on the API and general UX to search for members who can be assigned as owners.
