Make Zone name sorting configurable (alphabetical vs list order) #70

Whether using geojson or txt's, around the time of GeoJson support being added the Zone name sorting in subscription screens and area role assignments became forced alphabetical. Per our chat, this can be configurable and up to the admin. Much thanks in advance!! :D
