Added SBT template to the commit for cross compilation with Scala 2.10 / 2.11. It also generates the langs.properties on the fly depending on the chosen Scala version and Vert.x lang-scala version.

There were a few things that were missing or still wrong in the sbt build script. Will test our own projects against this and then this branch should be ready to merge and release...
