builder keys: only include Vertcoin developers #213

This is largely done to simplify the process of verifying signed SHA256SUMS In releases. keys from upstream commits can be obtained using their source.

sks-keyservers.net has been deprecated. keys.openpgp.org is a suitable alternative.
