Unit tests for base58 and alert are broken #12

Unit tests for base58 and alert tests are broken and need to updated with values for Vertcoin. This involves changing the src/test/data/base58_* files etc

Just an update; most of the tests need to be fixed, I've been slowly working through and updating them for Vertcoin in my local branch
