New metrics dashboard #82

This adds a new and extensive Flink monitoring dashboard to Grafana. We use it in, for example, the training playground (slightly adapted there to suite the training). This is the generic one that I presented in our monitoring webinar: https://www.youtube.com/watch?v=XgumbKHE2Zw

If I see this correctly, I should also push this to the 2.6 branch then, which I will do as well :)
