[BUG] 🐛 Pull Request template not showing up #29

The bug: PR template didn't show up for our first PR 😢

I moved the PR template into the .github/ folder (not nested inside PULL_REQUEST_TEMPLATE. Annoyingly I'm still not sure why that didn't work, but it's fixed anyway 🤷
