Upgrade to Phoenix 1.3 #43

The Phoenix 1.3 Release candidate is out and utilizes a new folder structure. Some of the generators still have issues but everything else is stable. Therefore the application should be upgraded to the new Phoenix 1.3 structure.

Tasks:

[ ] Update the application to the new phoenix 1.3 folder structure according to the upgrade guide

While we can update the folder structure, I wouldn't upgrade the Phoenix dependency yet. The release candidates have been pretty volatile and we shouldn’t be using pre-release versions in production.
