I had the same issue. I came here too via a link on the website.
In the Releases link you can get download the zip which includes the DisplayHDRComplianceTests.exe - which is the same app experience as the store app.
An update to the Windows store app with a link would have been nice though as this is a very useful utility, though I understand if app depreciation isn't well supported by the Store.

I wrote to VESA, and here is the reply:
Our experts have confirmed that the removal was intentional. Please download the tools from VESA’s website.

It's unable to find/install the DisplayHDRTest App via Microsoft Store. By clicking the URL https://www.microsoft.com/store/productId/9NN1GPN70NF3 I can only get such an error page: https://www.microsoft.com/library/errorpages/smarterror.aspx?correlationId=+5UJzruCEEy/gEFf.0.2.
