STSK6 - Fireprox integration via interface command #8

Completion of issue designated in #7 for implementation of fireprox management commands including create, list, and delete. Implementation of 'clean' subcommand is initially done, but testing indicates that it triggers that exceeds rate limits for API deletion. Initial attempts at putting a delay between apigateway:DeleteAPI calls hasn't resolved the issue, but we may just need to increase the delay to > 3-5 seconds.
